Executive Summary

Martin-Harris Construction was founded by Frank Martin in December 1976 and was licensed by the Nevada State Contractors Board in February 1977. Since then, Martin-Harris has expanded throughout the southwest and currently operates in Arizona, California, Colorado, New Mexico, Nevada, Texas and Utah. Our corporate office is located in Las Vegas, Nevada.

As a General Contractor with self-performance capabilities, our team’s experience extends far beyond project administration and provides first hand trade knowledge for effective design constructability reviews, subcontractor management, and schedule coordination.  Our self-performance capabilities provide our Clients with the added assurance that subcontractor trades will be held to the highest levels quality and schedule adherence, with the resources to step in and provide manpower to control critical path items, should the need arise.  In addition to an outstanding reputation for creativity and project performance, Martin-Harris provides the added assurance of long-term stability and financial strength. Our focus on schedule and performance, coupled with our sound financial business practices, means that we are consistently able to deliver quality construction at competitive pricing.

Martin-Harris Construction is consistently listed as a leading contractor in publications such as “Top 10 Southwest General Contractor” by Southwest Contractor Magazine and Engineering News-Record’s “Top 400 General Contractors”. In 2017, Vegas Inc. Magazine ranked Martin-Harris the #1 General Contractor on “The List”.  The National Association of Industrial and Office Properties (NAIOP) has repeatedly named MHC “Contractor of the Year” and recently honored our founder, Frank Martin, with the Lifetime Achievement Award.  Both the Associated General Contractors of America and the American Society of Professional Estimators have also named Martin-Harris “Contractor of the Year” recently. Martin-Harris is also consistently a “Safest Contractor of the Year” finalist with the Associated General Contractors.

Martin-Harris conducts all operations by promoting a reduction/elimination of hazards to levels to lower than the construction industry standard.

MHC employs a full time Safety Director to oversee the implementation of the MHC Occupational Health and Safety Program.  The comprehensive training program ensures the entire staff is cognizant of safety responsibilities. This program extends well beyond MHC’s own forces. Every Owner, Subcontractor and Supplier contract includes a Safety Clause requiring full acceptance and participation in the program.

Our success is apparent. MHC’s “Workers’ Compensation Modification Rate” is consistently lower than the industry standard and our commitment to safety is reflected in a long list of “Associated General Contractors’ Safe Site” awards.

By always encouraging safety-consciousness – from laborers to project managers – MHC further enhances safety among an already cooperative workforce. The Company’s high morale was built in part, by communicating with the workforce. MHC’s commitment is to keep its workplace as safe as possible for everyone in the same unwavering manner established over four decades ago.  Project Excellence in only achievable when safe practices are learned, drilled and followed every day.

Steve Shelton – Vice President of Field Operations

Steve Shelton has over 35 years of experience in the construction industry, with a broad market sector portfolio.  Since joining Martin-Harris in 1993, he has acted as Superintendent or General Superintendent on notable projects such as Manhattan Condos, Ogden Tower, Clark County Development Services Expansion, Henderson Justice Facility, Rancho High School Replacement Harley-Davidson Las Vegas, Lone Mountain Corporate Center, and Northgate Distribution Center, to name a few.  In his current role as Vice President of Field Operations, Steve provides corporate oversight on all field and scheduling activities.

Larry Johnson – Vice President of Estimating

Larry Johnson has a B.S. in Construction Management from Oklahoma State University and over 33 years in the construction industry.  His estimating experience includes a wide variety of project market sectors and delivery methods.  In his 10-year tenure with Martin-Harris Construction, Larry has specialized in the budgeting and GMP development of numerous projects as Estimator and Chief Estimator.  In his current role as Vice President of Estimating, Larry oversees the Estimating department, leading all conceptual and hard bid efforts.

Ray Newmiller – Vice President Pre-Construction Services

Ray Newmiller began his construction career as a carpenter in 1974, joining Martin-Harris Construction in 1984.  He has a widespread background, including field supervision, estimating and preconstruction services. He has worked on a variety of project markets, through varies delivery methods. His capability and knowledge earned him the position of Vice President of Business Development and a place on the Executive Board.  Currently, as Vice President of Preconstruction Services, he oversees and assists the project team in providing the client the best “Value” for their investment, from the beginning of project conception, through the achievement of design and budget goals.

Ray is a member of NAIOP, AIA, ULI and SIOR.

Paul Toplak – Chief Operating Officer

Paul Toplak began his career in a small family construction business. In 2000, he joined Martin-Harris as a Project Engineer with an Associate Degree in Building Engineering technology from BCIT. Throughout his tenure in project management, Paul oversaw notable and high-profile projects for our Special Projects Group such as the USA Today Facility for Las Vegas and the Castaways Implosion/Demolition. These successes preluded his promotion to Director of our Special Projects Group. Paul was instrumental in the strategic direction and growth of this division, dedicated to providing specific interior and specialty construction requirements. His outstanding leadership and communication skills delivered superior Client satisfaction and culminated in a position on the MHC Executive Board as the Vice President of Special Projects, followed by Sr. Vice President of Operations. In his current role as COO, Paul provides corporate oversight on all our projects and is committed to ensuring Client expectations are not only met but exceeded.

Paul is on the Corporate Board of the Southern Nevada National Association of Minority Contractors (NAMC).

Guy Martin – President

Guy Martin joined the family business in 1982, working his way up in the field from laborer to Superintendent, then into the office as an Estimator.  Guy then took an opportunity to create and lead a Tenant Improvement Group at Martin-Harris’s sister company, M&H Building Specialties, ultimately serving as Vice President of Operations.  After returning to Martin-Harris, Guy expanded his knowledge base by serving as a Director of Business Development and then Director of Preconstruction Services.  His first appointment to the Executive Board was as Vice President of Procurement, overseeing the strategic development of Martin-Harris’s business development, estimating and preconstruction programs.

In his current role as President, Guy is responsible for the overall management and success of Martin-Harris’s operations throughout the Southwest U.S.

He is on the National Board of Directors of AGC, is the co-chair of the AGC of America Charity Foundation and a NAIOP member.

Frank Martin – CEO

Frank Martin’s experience in the construction industry encompasses more than 40 years and numerous projects throughout the Southwest. Frank Martin founded Martin-Harris Construction (MHC) in December 1976 and was licensed by the Nevada State Contractors Board in February 1977. MHC has since been granted general contracting licenses in Arizona, California, New Mexico, and Utah.

Martin’s industry and community recognition include: Ernst & Young Entrepreneur of the Year for the Inland Empire Region (construction and real estate division); Las Vegas Chamber of Commerce Community Achievement Award in Business; the “Lieder Award” from the Lied Institute of Real Estate Studies; the “Pioneer Award” from the Association of General Contractors and the “ Lloyd D. George Family Values Award” by The Las Vegas International Scouting Museum, the “2009 Good Scout Award” from the Las Vegas Area Council Boyscouts, “Philanthropic Impact” and “Lifetime Achievement Award” by the NAIOP Southern Nevada Chapter and ENR Magazine’s “Legacy Award”.

Martin serves on the board of directors for UNLV Foundation and the Nevada Department of Transportation (NDOT). He is an Associated General Contractors (AGC) Life Time Board Member of AGC and on the Las Vegas Global Economic Alliance (LVGEA) Board of Trustees.

Martin has been married to his lovely wife, Bonnie, for over 51 years. They have two sons (Guy and Jerrad) and are the proud grandparents of five grandchildren (two boys and three girls). Frank Martin is a strong believer in giving back to the community in order to make Southern Nevada a better place to live, work and raise a family.
