For the past seven years, Martin-Harris Construction (MHC) has been providing the federal government with quality construction projects ranging from major GSA courthouse renovations to the new construction of BEQ complexes for the NAVFAC. Our team members have the background necessary to successfully complete projects under the guidance of the USACE Quality Control Program and the experience to deliver projects under a number of methods. Over the past 33 years, MHC has developed working partnerships with a several design professionals and consultants, enabling us to truly excel at providing the seamless coordination and execution of Design-Build projects.


Martin-Harris Construction initiated our Mentor/Protégé Program, as part of our overall subcontractor diversity program, which targets small, minority, woman owned, veteran and service-disabled veteran owned companies.

This alliance focuses on joint ventures, teaming agreements and subcontracts and assists the protégé company with: financing, bonding, accounting, management, technical, marketing, human resources, safety and quality assurance.

Our current protégé, Marshall/Dubas is a small woman-owned 8(a) general contracting firm operating in Northern California. Together, we have completed four projects over the last two years. Each project has been completed on time and under budget and the projects have increased incrementally in size and scope. Currently, Marshall/Dubas Construction - Martin-Harris Construction, A Joint Venture is constructing the Readiness Center at Camp Parks, California for the USPFO.

Marshall/Dubas brings quality workmanship, experience professionals, process protection expertise, disciplined planning and scheduling and innovative tactical execution to our team. We have successfully managed and completed diverse projects for the federal sector including projects in Sacramento and San Jose for the Navy Marine Corps Reserve Center, Historic/Seismic Installation, Historical Restoration and Interior Renovation projects for the Department of Fish and Wildlife, and an Interior Remodel for the Naval Postgraduate School in Monterey, CA.

For projects outside of the Northern California area, MHC and Power Services, Inc have submitted the necessary paperwork to the SBA to enter into a Mentor/Protégé Program. Power Services, Inc. (PSI) is a rapidly growing 8(a), woman-owned, small business that has been providing program and project management services for over 10 years. Their senior project and construction managers all have over 20 years experience working on significant federal, municipal and private construction projects and have completed OSHA Construction Safety and U.S. Army Corps of Engineers Quality Control training. PSI is a financially stable company with an established track record of successfully managing and completing multiple contracts with federal and local government agencies, and the private sector in a variety of locations.

Recently, Power Services was awarded the UAS COF/TEMP Facility at Ft. Huachuca, Arizona for the USACE Los Angeles District with MHC as the Key Constructor.

In addition to our Mentor/Protégé program, Martin-Harris was a pioneer in our industry with our extensive diversity program. We prefer to view ours as an “opportunity” program which has two major components. One is to recruit and establish relationships with minority, women, HUBZone, service disabled veteran owned and veteran owned small businesses as subcontractors. The second is to recruit, hire, train and promote minorities, women, service disabled veterans and veterans as employees. These programs align with MHC’s Core Values and our president, Frank Martin’s commitment to “paying it forward” by helping others succeed.
